I don't understand what you're trying to write.

How does this:

not say the opposite thing that this says:

?

It looks like a direct self-contradiction to me, and neither parts of that
passage look like what the rules say. What am I misunderstanding?

Why should they be able to do that without the target being allowed to
react, if in the exact same situation, they are not allowed to run up and
hit someone from behind without the target being able to act? How does
that make sense?

The only way I see it could make sense would be if the mover's _entire_
move, including starting hex and entry hex, is behind the victim, so that
the victim might not notice him coming. But then too, if it works for
tackling, it should work for hand weapon attacks, and happen in sequence -
i.e. Hidden Movement (q.v.).
