Hmmmm ... let me see if I can rephrase.
According to the ruleset that I am looking at (which is a first edition,
later editions may have changed this), the turn sequencing looks like
this:
1) Roll for initiative
Then in order of initiative:
2) Movement: choose one option for your figure and execute the
movement part of that option.
3) Carry out all attacks in the order of adjusted DX.
The options available to a figure depend upon whether that figure is
engaged, disengaged or in HTH at the moment its turn to move comes.
So lets look at the example again.
Turn 1: Kog moves first. As he is disengaged, he chooses option (a)
for disengaged figures, and moves around to Xygor's rear hex. Now
its Xygor's turn to move. He is engaged (he is in Kog's front hex).
He therefore chooses option (h), and spins around so that Kog is
now in one of his front hexes.
Now both of them get to attack.
Note that Kog cannot initiate HTH during the movement phase of his
turn because initiating HTH is not an option for a disengaged figure.
