You could also introduce the concept of ransom, as an honorable and
enriching custom that all races with any trace of civilized behavior
understand and take part in, additional motives and lack of cash
notwithstanding...

Generally I do it by having a couple of orcs be out forraging, so there is not a full compliment of guards on hand, but dumb guards arguing works too. After all, the GM is supposed to roleplay the NPCs. I am slightly less supportive of fudging dice rolls to adjust a challenge (which is something I did in my GMing youth but have moved away from now) once we are on the combat map, I let the dice fall where they may.
