It's not the IQ but the talents. We included hits stopped, damage done, etc., IIRC with ratings for talents. Clearly there's an investment in effort to calculate which pays off towards the ideal of measuring everyone's dangerousness accurately.

IMO the IQ of everyone should be included.... a ST 12 DX 12 warrior is  
dangerous, but a ST 12 DX 12 IQ 20 warrior with fencing, tactics,  
missile weapons, etc.... thats FAR more dangerous.
