Which raises a question. I know you're supposed to be able to get
XP for killing monsters and the like, but I think the system of getting
XP could be expanded. For example ... successful use of a Talent.
This would allow someone to engage in a political campaign that
isn't necessarily filled with hack-n-slash.
I use two concepts for "politics"
First is a rule-set;
I use Nomic to write "charters" for Units.
The charter describes the functions of a Unit in game terms and a Unit is a
"Illuminati" card in power structure that is controled by a Figure, either
player or NPC.
If you want to have players stop killing everything then they need rewarding
play experence that has nothing to do with killing...
