I know this requires some imagination, but I believe those are supposed to be representative of the iconic high soft leather boots from D&D at the time.
But, given when Melee and Wizard were put out, why would it surprise you that the leggings would flare out? Fantasy art was highly stylized back then, and in my opinion, much more "artistic" than the drek that gets churned out today. Late 70's - bellbottoms - mystery solved.
