I don't follow - what is increasing the maximum to 45 AP offering that is less about min/max?

(It seems pretty clear to me that GM's can trivially set a different max AP level if they want.)

I think the intent of the staff ST, beyond being a nice thematic thing and a way for wizards to have more lasting spell ability in adventures, is to avoid Conan the Wizard and allow higher-powered wizards more casting power despite the AP maximum. It does of course mean there will tend to be more powerful wizards, though it does cost Experience to get and increase that ability. I think the flat 100 EP/point cost might be too little for higher levels, though.

I think it should be at bare minimum 45 AP.  At 40 there is going to be a lot of min/max players.
