Yeah, I agree that makes sense.

Especially if it's a bunch of hobgoblins flocking 
the side/rear of a 7-hex+ dragon. I think making 
fliers stop by engagement is also a problem - 
sure they should get a chance to attack if they 
get close enough, but not stop them in mid-air.
