True, but it can shove people back while turning. (Atthe end of movement.) That said, I allow dragons tosay, “That little guy with the rapier does not engage me,”and ignore them. Oh wow... I wonder where I got that idea about rotating around the head hex...
Hmm, as written, it seems rather hard for a 7-hex dragon to change facing, especially if they get engaged... they can shift but no part of them can move more than one hex.
