Hi Jeff,
  We have gone off on a tangent.  A problem with a 19 hex 
dragon is that only 7 people are needed to engage it, so 
the dragon can easily be locked in place.  I pointed out that 
with my rules, the dragon can say, “that little weeny guy 
does not engage me”, which makes them more mobile, and 
dangerous.

I mean that if the dragon is engaged (by say 3 people), my rules allow the dragon to say, “nope, this guy is not dangerous enough to engage me.  Prove me wrong.”

True, but it can shove people back while turning.  (At 
the end of movement.)  That said, I allow dragons to 
say, “That little guy with the rapier does not engage me,” 
and ignore them.  At the cost of giving the little guy with 
a rapier a free attack in movement.

Oh wow... I wonder where I got that idea about rotating around the head hex...
Hmm, as written, it seems rather hard for a 7-hex dragon to change facing, especially if they get engaged... they can shift but no part of them can move more than one hex.
