The Polish conducted cavalry charges during the Polish campaign in 1939. Similarly, the Soviets did so during at least the first two years of the war in the East, and may have afterwards as well.

From the quality, I have no idea. There are very few examples of videos of cavalry charges that are even period that I'm seeing. The Last cavalry charge I'm aware of was WWI and that's already only the early days of video. Getting video from before that period is difficult. So I'll take what I can get. Like with the rough riders video, that was staged for the video, but at least a good example of how closely and quickly a real cavalry unit moved at the time.
