Haven was the game system put out by Gamelords for their City of Haven books 
(only 2/3 of the city ever got published). I still have my copies of the two 
Haven books and all the Thieve's stuff.  If I ever need a fantasy city, I pull 
out Haven.  On a side note, the Flying Buffalo Cities series works extremely 
well with Haven.  

ObTFT:
I can see how Haven would be perfect for TFT.  Since I don't play TFT anymore, 
I think I'll try using them in a GURPS game.
