"Wizard", 1st printing, section 8 (Casting Spells), page 9

"A wizard may cast one spell per turn, as long as he knows
the spell, has enought ST to "pay the cost" and selects an
option allowing the spell to be cast."

So a wizard cannot cast a spell requiring more ST than he
has available.  I seem to recall this being expanded in 
later printings to indicate that a wizard COULD cast a 
spell which leaves him unconscious, but not one that leaves
him dead.  Otherwise, you could have the "suicide wizard"
who has a low ST and a high enough IQ to cast a 40 die
wizards wrath.
