I dont not "think" so. 

I mean casting a 3-hex Fire "vertically" instead of "horizontally". This
effectively create a 1-hex fire with the 3-hex Fire spell.

Of course, if you rule that it is 2 hexes tall, it actually creates a 2-hex
fire....

But my point, is that allowing those who learn 3-hex Fire know 1-hex Fire
for 'free' isn't really any more of a "Freebie" than allowing Sword to know
"Knife" or Bow to know "Sling". That's all. Or Thief to know "Pick Locks".
