Test of general MELEE knowledge, NUMBER IV

Let's see if anyone can answer this question correctly. First will be a simple melee set up. Then a situation that is contested by the player. Finally, how would you rule on it.

Arron the Archer [a] has dropped a couple of orcs in a narrow hall by shooting twice a turn, for two turns. The orcs have been coming one at a time so far. But now a pair of them approach.

The orcs have cutlass and Dx 13. For the next turn Orc number 3 begins to move up.

But when he sees fallen orcs bristling with arrows, he decides to move his full MA and engage. No point in giving the archer two turns to shoot at him. And he screams out in Orcish "Bloody archer!" Orc number 4 just moves up and prepairs to dodge.

Now Orc 3 has to make a save vs. DX on 3d for each of the bodies he crossed. At Dx 13 he has no trouble, and crosses the first body. But he failes the second roll, and falls down in the hex. So now the narrow hallway looks like this.

Rather than shoot into the pile of bodies, and risk a 50/50 chance of hitting Orc 3 or the body, Arron shots the dodging Orc 4. Armed with a long bow 1d+2 and a DX of 18, Arron hits twice. Even on 4D to hit. But he rolls poor damage, a 4 and a 3, so while Orc 4 is wounded for a total of 7 this turn, he is still standing. On the next turn Orc 3 realizes that not only does he have to stand up, and ready his weapon, that he wont be able to attack this turn, so he waits for Orc 4 to engage the archer, and then he will stand up. Orc 4 runs up and engages the archer.

Orc 4 makes both his DX rolls to cross the bodies, and engages the archer. Orc 3 Stands up. He will have to wait till next turn to ready his Cutlass.

Arron is now engaged, and takes his last shot option. Well, to no surprise he hits. He does decent damage and kills Orc 4 who is already badly wounded.
  Orc 3 stands up, though his cutlass is still on the ground at his feet.
  Arron wants to take his second shot at Orc 3.
Orc 3 says he can't. He says the archer took a "last shot option", and according to the rules, not only does he not get a second shot but he HAS to drop his bow as well.

  How would you rule?
