I sidestep the issue with a house rule that gives shooting two arrows a -6 Dx 
penalty on both shots. 

With the standard rules, I'd argue that Dx adjustments that don't affect 
order of actions also don't affect the ability to make the second shot. And range 
adjustments don't affect order of actions. (AM pages 9 and 14)
