No, no ranged to-hit penalties affect an archer's own rate of fire, unless they relate to the archer himself (e.g. armor, encumbrance, Clumsiness spell on the archer...). Nor would a "large target" bonus let someone fire more rapidly.

A house rule to do so might be ok for players who wanted to use it, and figure out the details, but I'm sure it's not the way it's supposed to work.

What rule did you see that implied to you that range would have that effect?
