This is the direction my GURPS house rules eventually went, after ten years or so of TFT and GURPS.
Except GURPS has skills, so it was more like characters making perception checks and combat awareness checks to determine what they could do each one-second turn, and then possibly using tactics skill, leadership skill, gesture skill, etc., to help others to do more useful things than they otherwise might each turn.
