There are two options here.  The first would be to use the "Save As..."
feature in Word to save the file as text (*.txt).  This usually saves the
spacing relatively well.

The second would be to download the HTML plugin for Word from the Microsoft
website.  This, as I recall, will let you convert Word documents to HTML.
Since I rarely use Word, though, a sanity check from those more closely
aligned with the evil empire would be appreciated :)

Finally, my preference would be to keep everyone's homebrew rules
separate so as not to muddy the authorship issues.  If you're modifying
Andrew's rules, work with him directly to see if he minds.  I'll post
these additions (as will Ty), but the ownership remains with the author.
