his quote), but it seems to me that stuff in the pack is more
like 'dead' weight but things which are worn have a different
feel because the distribution of the weight is different.
Perhaps this is true. But something held in the hand or arm seems heavier
than something in a backpack (over the short haul). My players and I don't
deal with encumbrance much, so I could use the justification that if they
have an item in a pack (or on it), I won't necessarily penalize them for
weight. A mace in the hand after an hour seems heavier than a mace looped
to the backpack.
I would agree that wearing your armor "carries" a lot better than having it
in your pack.
It seems to me that some kind of a table could be drawn up where
if a character has lost enough fST (due to actual physical fatigue)
and enough actual ST (due to damage), that they should not be
allowed to wear armor which reduces their DX by a given amount.
If they are wearing more than that, they must fall down and can
only crawl from that point until they remove enough armor.
Does this idea make sense to anyone?

Yes, I've thought about this too. But as I don't enforce (or even mention)
the rule about going -1DX when at 3ST [or whatever that rule is], I could
enforce it when the metal armor players have run really ragged.
Your concept is right (if you're battered, armor will be too heavy), but it
might be too harsh for the players when combined with the normal rules.
Make the chart, but perhaps use it as a reality adjustment for the players,
with the threat of enforcing it.
"Oh, so you think Mondo can have a halberd sticking out from his gaping
would that nearly drove him unconscious not two minutes ago and now run
around looting treasure in the Sahara heat." Heat Postration and immobility
now *or* take off your armor and rest a bit before searching.
