Is anybody doing this?

Modifiers to the roll = global factors, such as Weather or Terain.
These are factors that tend to have an equal effect over a large area.

Added dice to the roll = Players attempting to do more than just the basic Talent or Action.
Called shot would be an example.
To "call" a body part (see proportional head-units) makes the Action a 4 die roll + mods.
To call a square (3.25") is 5 dice and to hit something smaller than 3.25" is 6 dice.
+ mods.
Think Blondies shot at the end of "The Good, the Bad, and the Ugly".
Basicly, any additional description or detail the players would like to add to the basic effect of an Action adds dice.
