Just keep in mind that a Lotus is expensive to maintain and it can be hard to get the parts.
But seriously...
No matter what, the GM is going to need random tables (to generate those "random encounters" that make the environment more "real") and a selection of situations that appear to be most obvious. Example, feeding yourself, when you don't grow your own food, and are not walking around with loads of gold you stole from a dragon on your last quest, could be a motivator. What "employment opportunities" are there for violent, well-armed PCs? Not that many, and they all involve (potential or regular) acts of violence. Now, you could randomize the people the PCs encounter that lead them in certain directions, and let them unfold their adventure, but isnt the GM going to have to stay one step ahead? Unless of course he's gone through tons of effort to create a world? Or I guess you could buy a GURPS module for most literary or typical historical worlds? Is the difference really that one is PC driven while the other is GM? (wow, two puns in one sentence...!)

Bear in mind there's a difference between a story "plot" and a game
environment.
A plot proceeds form dramatic encounter to dramatic encounter in a linear
way while a play environment provides a lotus of choice as framed by the
overall situation that drives forward through time and results in a "plot"
with play.
I've had the second Foote narative of the civil war plopped in my lap this
week.
Very nice story told after the fact rather than driven from plot-point to
plot-point.
