I agree though I would have reversed it (i.e. ST confers a bonus to a base
weapon damage, rather than the weapon a bonus to base strength damage).

The most simplistic way to model this is to allow for a +1 damage bonus for
every 3 ST above that needed to wield the weapon. Thus, a ST15 swordsman
could do 2d+1 damage with a broadsword.
