He said that he accidentally discovered his process while trying to  
use radio waves to desalinize water.  That does pass the "sniff  
test."  The wikipedia page on the late Mr. Kanzius is helpful.  It  
says that his process might make hydrogen from water more efficiently  
than electrolysis.  That would be a good thing.  There's no way that  
the process could put out more power than it uses.

Mr. Kanzius was profiled on the American "60 minutes" program.  They  
didn't mention the burning water, the segment was about the very  
promising cancer treatment that he invented in collaboration with a  
medical researcher.  I hope that that treatment turns out to be  
effective for humans.
